Rajasthan’s First ‘Green Budget’ Announces 1.25 Lakh Government Jobs, Major Infrastructure & Renewable Energy Push

Rajasthan Unveils Its First ‘Green Budget’

Rajasthan Deputy Chief Minister Diya Kumari presented the state’s second full budget under the Bhajan Lal government, marking a historic first as the ‘Green Budget’ with a strong focus on climate change adaptation, biodiversity, and environmental sustainability.

“Our government is committed to youth employment, economic growth, and environmental sustainability. This budget positions Rajasthan as a key driver of India’s economic and green revolution,” said Kumari, who also serves as the state’s Finance Minister.

Aiming for a $350 Billion Economy

In her 138-minute speech, the Finance Minister outlined Rajasthan’s ambitious goal of becoming a $350 billion economy by 2030.

  • The budget projects revenue receipts of ₹2,94,536.49 crore for 2025-26 and a revenue expenditure of ₹3,25,545 crore.
  • The fiscal deficit stands at ₹84,643 crore, which is 4.25% of the Gross State Domestic Product (GSDP).

1.25 Lakh Government Jobs & Employment Policy

A significant highlight of the budget is its emphasis on employment generation:

  • The government has announced 1.25 lakh government job recruitments in the next year.
  • An additional 1.5 lakh jobs will be created in the private sector.
  • Rajasthan Employment Policy 2025 will be launched to focus on youth employment initiatives.

Major Tax & Property Reforms

To boost the real estate sector and encourage joint ownership, the government announced:

  • 0.5% stamp duty discount on properties worth up to ₹50 lakh, when purchased jointly by a husband and wife.
  • Extension of stamp duty rebates on the power of attorney, now applicable to daughters-in-law and the children of daughters.

Additionally, PM Kisan Samman Nidhi payments will be increased to ₹9,000 per year, starting next year.

Infrastructure & Transportation Development

The budget allocated massive funds for key transport and urban development projects:

  • ₹250 crore for improving Jaipur’s traffic system and the removal of BRTS lanes.
  • 500 new Rajasthan Roadways buses under the GCC Model.
  • ₹12,000 crore for Jaipur Metro expansion, extending from Sitapura Industrial Area to Ambawadi and Vidyadhar Nagar (Todi Mod).
  • ₹5,000 crore for state highways, bypass roads, flyovers, ROBs, and RUBs.
  • ₹60,000 crore for nine Greenfield Expressways.
  • A new Aero City will be developed near Kota Airport, and 29 airstrips across the state will undergo upgrades.

A Bold Push for Renewable Energy

Rajasthan is accelerating its green energy efforts:

  • 150 free electricity units per month for households installing solar panels.
  • Community solar plants for low-income families.
  • ₹250 crore allocated for the Green Aravalli Development Project.
  • 6,400 MW additional energy production to be achieved in 2025-26.
  • 50,000 new agricultural electricity connections and 5 lakh domestic power connections.

Water & Industrial Development

To enhance water accessibility, the government announced:

  • New water connections for 20 lakh households.
  • Establishment of Rajasthan Mineral Exploration Company for mineral research and exploration.
  • Launch of Center of Excellence for Mines and Minerals in Jaipur.
  • Petro Campus at Udaipur Institute of Mines, and MVM University in Jodhpur.
  • 1.25 lakh households to receive piped gas connections under the Rajasthan City Gas Distribution Policy.
  • Production at Pachpadra Refinery (Barmer) will commence in August 2025.

Education & Skill Development Initiatives

The budget made significant allocations for education and skills training:

  • New Sainik School to be established in Mirjewala, Sri Ganganagar.
  • Sainik Schools for girls to be set up in Alwar, Bikaner, Jaipur, Jaisalmer, and Kota.
  • 1,500 Atal Tinkering Labs will be introduced in schools.
  • Launch of ‘Solar Didi’ Initiative, inspired by Lakhpati Didi and Drone Didi programs.

Tourism & Industrial Expansion

The government is boosting tourism and industrial zones:

  • A Tribal Tourist Circuit will be developed.
  • Toy Park in Kota, Stone Parks in Nimbahera and Bundi, and a Ceramic Park to be set up.
  • 18 new industrial areas have been announced.

Cybersecurity & Law Enforcement Upgrades

Recognizing the rise in cybercrime, the government announced:

  • ₹350 crore for the Sardar Patel Centre for Cyber Control and a Cybercrime War Room.

A Budget for Growth & Sustainability

This budget highlights a balanced approach, integrating economic growth, environmental sustainability, and employment generation.

By focusing on infrastructure, green energy, employment, and urban development, the government aims to position Rajasthan as a leading contributor to India’s green and economic progress.
